Agreement between the Government of the Republic of Kazakhstan, the Russian Federation and the United States on measures for the protection of technologies

29.08.2011 / 00:05 Kazakhstan to spend nearly a third of space a billion dollars over two years

Kazakhstan in 2012-2014 will provide 293.7 million dollars on space programs, as well as 389.3 million for the development of digital broadcasting. This was August 27 Minister of Finance of Kazakhstan Bolat Zhamishev, introducing the draft budget at a cabinet meeting.
According to him, these funds will be directed to the following projects: Space remote sensing satellite, assembly and test complex, highly accurate satellite navigation system, satellite communication and Broadcasting "KazSat-3", lending the space complex "Baiterek", a reserve ground control geostationary spacecraft.
Additionally, there are expenses totaling 16.3 million dollars to build and develop inter-state gateway for the exchange of information (National segment of an integrated information system of foreign trade and mutual Customs Union), Kazakhstan, Russia and Belarus, he said.
On the whole, he said, to hold the state information policy in the national budget for 2012-2014 for expenditures totaling $ 500 million, RBC reports.

02.20.2012 / 14:21 Astana waiting for Moscow's decision on the fate of the project "Baiterek" in Baikonur

The Kazakh side is waiting for an official of Russia's decision about whether it will continue to implement a joint project with Kazakhstan, a rocket-space complex (RSC) "Baiterek" at the Baikonur Cosmodrome, the deputy chairman of the National Space Agency (Kazkosmos) Meyrbek Moldabekov.
Russia and Kazakhstan in December 2004 signed an agreement on the establishment of Baikonur space launch complex "Baiterek" to launch rockets, "Angara". One of the main areas of joint activities of the parties should be modernized in-use and creation of new, more environmentally friendly space defense systems.
In an interview with the Kazakh weekly "Megapolis", published on Monday, Moldabekov recalled that several provisions of the agreement on the establishment of the complex is disrupted. It was assumed that the PKK "Baiterek" will be built in five years, ie by 2010. According to him, this project was originally conceived as a commercial with the cost of 223 million dollars in this regard, it was decided to finance it through loan funds. Kazakhstan and Russia have made in the charter capital of a joint venture for 200,000 dollars. Kazakhstan has agreed to provide the project interest-free loan for five years, to build technical and launch complexes, and Russia was going to provide for the project launcher "Angara".
"But now we have not even finished the design stage, only the technical design is completed. Himself Complex does not yet exist, but since 2011 JV "Baiterek" forced to pay interest on the loan. Of course, in such a situation, the project can not be successfully implemented, "- said the source publication.
He also recalled that at the present time, the declared value of the Russian Space Agency project has increased to 1.640 billion dollars.
"Ongoing, we have to wait until the Russian government clarifies its future plans in the space industry," - said Moldabekov.
As the deputy head of Kazkosmos, Kazakhstan was originally known, that the ground complex at Baikonur not will be the only one who can run with the launch vehicle "Angara".
"We knew that such a complex under construction in Plesetsk. But the effectiveness of launches from Plesetsk at least 20% lower than from Baikonur ... We knew this and went on to sign intergovernmental agreement with Russia, because these launch sites do not compete for the implementation of high-launch communications satellites, "- he said.
later recalled Moldabekov, Russia decided to build a new cosmodrome in the Amur region - East, but there were no plans to create a launch pad for start-up " Angara ". To the East was planned to create a new launch vehicle "Rus", and may be transferred to this launch site and launch of "Soyuz".
"So the question that came from Baikonur competitor, did not arise. But now the Russian side, clearly faced with a lack of funds. It turned out that money and to develop missiles "Russia" and the launch site is not enough. So actively discussed the possibility of using the new cosmodrome (in the Amur region) has been developed by the "Angara", - said the representative Kazkosmos.
It stressed that "Baiterek" was originally launched in line with the general - Kazakhstan-Russian - interest and, thus, its implementation is not practical without Russia. According to Kazakhstani specialists, East is likely to be built by 2020, it is on the same latitude as the Baikonur space launch that makes direct competitors.
"And if in the Far East will be built for the launch complex" Angara ", we do not make any sense to compete with its main strategic partner. In this case, apparently, have to roll the project "Baiterek" - said Moldabekov.
In late January, the head of Kazkosmos Talgat Musabayev has said that Kazakhstan considers it impractical to continue a joint project with the Russian missile complex "Baiterek" at Baikonur in the case of building a similar complex in Russia Baikonur East, RIA Novosti reports.

if in the Far East will be built for the launch complex" Angara ", we do not make any sense to compete with its main strategic partner.

A.Zak a écrit:a Russian firm RKK Energia recently publicized plans to develop a Sodruzhestvo (Alliance) heavy-lifting launch vehicle from components of the Zenit rocket.

Using a rocket "Zenith" in project Baiterek cheapen its value several times - head Kazkosmos
The use of rockets

ASTANA, December 10. (ARMS-TASS). Replacement launcher "Angara" to "Zenith" in the creation of the launch complex Baiterek cheapen its value several times. This was stated by the head of the National Space Agency of Kazakhstan (Kazkosmos) Talgat Musabayev.

"Pursuant to the agreements and orders of the Heads of State, Prime Ministers of Kazakhstan and Russian space agencies of the two countries being translated Baiterek space rocket with launcher" Angara "to" Zenith. "Project cost based on the" Zenith "is estimated by experts in several times less than on the basis of "Angara", - he said. According Musabaeva currently Baiterek project cost has increased by more than 7 times the original and reached almost 1 billion 700 million dollars.

Last Wednesday Musabayev at the press conference said that Kazakhstan is in talks with Russia to replace the launcher "Angara" to "Zenith" in the project for a launch complex Baiterek. According to him, the project to create a launch pad for "Angara" suspended. Among the reasons for the decision - and the rise in the cost of the program disagreement Russian authorities to co-financing.

Baiterek program is the largest international space project of the former Soviet Union, according to ITAR-TASS. Agreement on this complex was signed by the presidents of Russia and Kazakhstan in the 2004 document identified the main principles and conditions for cooperation in the creation and sharing of new environmentally safe space rocket complex Baiterek based ground infrastructure Baikonur for commercial space projects, as well as for implementation of national space programs of the two countries. In order to create the complex formed by the joint venture, which is owned by two parties in equal shares.

However, in late January, the Kazakh side expressed concern over the prospect of the construction and subsequent use of the Baikonur space rocket complex Baiterek and asked Russia to decide on the matter. According Musabaev main factor that disturbs the Kazakh side is the fact that Russia is currently considering the decision to use booster "Angara" at the Baikonur East. With this perspective, according to the head of Kazkosmos, ground complex at Baikonur for "Angara" "will not be of interest to the Russian side," which means "to implement the project of creating Baiterek is not suitable." Musabayev said that his agency about it sent a request to the Federal Space Agency.

Besides, the head Kazkosmos complained that "the cost of the project has increased from 223 million dollars to 1 billion 640 million dollars, or more than seven times."

In turn, the Russian side has said it would not refuse Baiterek, but was not satisfied with the slowness of the Kazakh partner in the decision to finance the project.
