Cela confirme à quel point le Kazakhstan tient à ce que les activités de lancement soient pérennisés sur leur territoire.
Sait-on s'il y a des indices du financement côté russe ? Cela parait moins "se bouger" que pour Vostochny .....
Pourraient-ils se contenter de Plesestk (du moins plus longtemps que prévu) ?

Le projet semble se préciser un peu. Début des travaux 2013 et fin en 2017.

La 14ème réunion de la sous-commission russo-kazakh pour l'utilisation de Baïkonour s'est tenue à Moscou.

A cette occasion un sous-groupe a discuté de la question du projet Baïterek (Angara à Baïkonour).

Les russes sont devant le dilemme suivant: construire un pad Angara à Baïkonour leur reviendrait moitié prix mais s'ils veulent en construire un aussi à Vostochny cela renchérit leur plan financier de développement Angara d'un facteur 1,5... Que feront-ils? je parie pour dans un premier temps la solution Baïkonour qui arrangera tout le monde: Et Khrunitchev pour poursuivre avec ILS l'esploitation commerciale tout en abandonnant la Proton polluante et en obtenant un pad Angara à bon compte, et les Kazakhs en perénnisant un peu plus Baïkonour.

Si ce chantier est mis en sommeil, cela va sacrément raler dans les provinces du grand est.

Pour le moment ils vont construire Vostochny avec un pad soyouz très similaire à celui de Kourou. Sauf que dans ce cas il faut aussi les installations pour préparer Progress et Soyouz, les cosmonautes et tout ce qui va avec: aéroport, etc... Ce sera déjà bien si ils développent cela.

Les annonces de ces derniers mois, laissent une impression d'assez grand chambardement dans les prévisions. Ils discutent ..... et pas sûr qu'ils sachent bien comment répartir leurs efforts de refonte des moyens de lancement.
Cela concerne aussi bien le développement des lanceurs (ainsi que leur affectation - vol de fret/ vol habité -) et du coup quels pads de lancement et où.

Si on résume les infos dans les différents FILs on aurait :
- Angara à Plesetsk en cours de construction
- Soyouz à Vostochny quasi sûr mais sans trop savoir s'il s'agira de la version Semiorka ou du modèle Soyouz 2.3v (ni s'il y aura du vol habité et avec quel lanceur)

Pour le reste apparemment rien de définitivement décidé.

- Angara à Vostochny ?????

Les évènements sociaux au Kazakhstan (même si les media chez nous en parlent pas ou peu) risquent d'encourager les russes dans leur volonté de construire Vostochny...
Que se passerait-il si un changement politique avait lieu ? Si un nouveau pouvoir était plus hostile à Moscou? Vols habités russes et bon nombre de lancements commerciaux pourraient être remis en cause... D'où la nécessité d'un cosmodrome sur le territoire russe.

Un tout petit peu d'infos sur les résultats de la discussion: les deux parties sont toujours intéressées par le projet (bein heureusement!! :o ) et une commission dirigée par les vice-directeurs (Moldabekov et Lopatin) des deux agences vont étudier les problèmes de financement dans le détail...

On dirait que le projet Baïterek a du plomb dans l'aile... En tout cas les kazakhs posent ouvertement la question de maintenir ce projet car il sera en concurrence avec le pad Angara à Vostochny.

L'abandon de la RUS-M qui était initialement prévue pour être lancée de Vostochny, modifie effectivement pas mal la donne.
Si en plus de Plesetsk ... l'Angara est tirée de Vostochny (vols habités et fret) cela laisse en suspens pas mal de question sur ce qui serait tiré de Baïterek.

Je ne sais pas comment on dit en russe "c'est un jeu du chat et de la souris" .... en tout cas la souris kazakhe se méfie.

Apparemment oui. Et si les propos de Musabaev sont correctement rapportés le projet "Alliance" (Sodruzhestvo) semble alors quelque chose de sérieux, même s'il n'a pas la faveur du gouvernement russe pour le moment semble-t-il.

Cependant si les russes veulent un jour avoir une fusée lourde, ce projet semble la seule possibilité côté finances. Wait and see...quand les américain avanceront dans le développement de leur SLS...

Je ne lis évidemment pas dans le marc de café, mais cette éventualité me parait assez peu crédible.
La construction des étages 1 et 2 de la Zénit est fait par la firme ukrainienne KB Yuzhnoe qui a déjà du mal à fournir Sea Launch et Land Launch.
Fabriquer un lanceur lourd avec des étages de Zénit ...suppose un plan spatial ambitieux donc approvisionnement régulier d'un certain nombre de ces composants. Je ne suis pas sûr que le fabricant puisse suivre sauf très gros investissements de l'état ukrainien.
Par ailleurs cela veut dire ré-activer un Baïterek_2 avec construction d'un pas de tir pour ce lanceur à Baïkonour (cela ferait très certainement partie du deal entre l'Ukraine et la Russie)
Je doute que la Russie puisse disperser ses moyens à ce point (énormes investissements pour développer Vostochny), l'échec du projet Baïterek_1 en témoigne ainsi que l'incapacité de l'Ukraine de la convaincre/forcer en prenant à sa charge l'essentiel des dépenses.

Si lanceur lourd il devait y avoir, je pense plutôt à une évolution de l'Angara.

Les kazakhs semblent proposer de remplacer l'Angara par la Zenit dans le projet en suspens "Baïterek". Selon eux cela réduirait considérablement le coût du projet.

Décidément ce projet reste quelque chose de vraiment incertain et changeant. Avec le projet des Kazakhs de soustraire à Baïkonour une partie des installations à l'autorité russe (en particulier le pad Zenit) l'avenir du premier cosmodrome mondial apparaît incertain à long terme.

Les kazhaks payent cash leurs tergiversations sur les lancements "polluants" depuis Baïkonour. (je ne dis pas qu'ils avaient tort.... mais payer pour cela et devoir reporter des tirs cela a du fortement agacer les russes).
Comme de plus ils investissent fortement sur le site de Plesetsk (pour l'Angara) , et encore plus sur Vostochny (pour la Soyouz ... et probablement l'Angara) .... ils visent à avoir leur complète indépendance.
Le contrat signé pour Baïkonour ... c'est une solution de transition.

MAis Baïkonour est un territoire kazakh .... La Zénit (lanceur ukrainien) est déjà tirée par Land Launch ... et a son pad ....que peut vouloir dire "soustraire une partie des installations à l'autorité russe" ? Cela pourrait-il remettre en cause le contrat d'utilisation signé avec la Russie et accélérer leur désengagement ?

C'est exactement ce que je lis: tenter de forcer le désengagement des russes et le faire progresivement. Mais quel intérêt?

J'ai le sentiment que les russes feront ce qu'ils voudront. Les kazakhs ont peu la main sur cette affaire: s'ils font partir les russes ils ne seront pas capables de maintenir Baïkonour. Pour eux seule la collaboration est profitable. La seule issue est de persuader les russes d'engager un nouvau projet pas trop couteux.

J'ai essayé de voir quels étaient les statuts actuels de Sea Launch et Land Launch ... puisque tu diisais que les visées de "préemption" des kazakhs concerneraient les tirs de Zenit ...

Je ne vois aucun moyen qu'une OPA puisse avoir lieu sur ces sociétés. Ce qui serait le moyen "commercial" de reprendre la main sur ces activités.

La seule "arme" kazakhe c'est que Baïkonour est sur leur territoire national (encore que le contrat cinquantenaire signé avec les russes doit en garantir l'accès).
On ne les voit pas fermer leurs frontières .... et rajouter des cadenas sur les portes de Baïkonour :lol!:

Russian Prime Minister Dmitry Medvedev appointed First Deputy Prime Minister Igor Shuvalov, the chairman of the Russian part of the Russian-Kazakh intergovernmental commission on the complex "Baikonur", said on Sunday the press service of the Cabinet of Ministers.

The full text of the decision is published on the official website of the government of the Russian Federation.

Shuvalov tasked to approve the composition of the Russian part of the commission to include representatives of ministries and departments, as well as to define, together with Kazakhstan to the organization of the Commission.

The document also holds the Federal Space Agency of the organizational and technical support of the Russian part of the Commission.

Resolution prepared as part of the agreement with Kazakhstan from 1994 on basic principles and conditions of use of the cosmodrome "Baikonur" lease of the complex of the same year, and other Russian-Kazakh agreements.

According to the newspaper VIEW, on Monday the head Kazkosmos Talgat Musabayev said Kazakhstan and Russia are considering the possibility of transmission of Baikonur under the jurisdiction of Kazakhstan.

Earlier in mid-November, a source at Baikonur reported that withdrawal of Baikonur lease from Russia discussed at the level of the subcommittee on the complex "Baikonur" Russian-Kazakh intergovernmental commission on cooperation.

City Baikonur cosmodrome "Baikonur" forms a complex "Baikonur" Russia leases from Kazakhstan. At present the city is home to more than 70,000 people of which 37% - citizens of Russia, about 60% - the citizens of Kazakhstan.

In addition, almost always in Baikonur is around four thousand Russians seconded to work for the launch. The city extends Russian jurisdiction, it operated Russian forces: the FSB, the Prosecutor's Office, the investigative committee, the police, the military court.

Il semblerait donc que le Kazakhstan veuille anticiper sur ce qui devait advenir à la fin du contrat avec les russes (vers 2050 ?)
A savoir retrouver un contrôle territorial complet sur les installations.

Reste que le matériel (peut-être pas les pad ni les bâtiments car bouger du béton et des voies ferrées cela ne parait pas possible) mais tout ce qu'il y a dans les MIK, et aussi la fabrication d'ergols .... appartient aux russes. Donc soit démontage et rapatriement, soit deal de rétrocession pour certains équipements ?

Je ne vois toujours pas où cela va conduire ... le Kazakhstan  peut-il reprendre à son compte une industrie du lancement spatial même réduite aux seules Zenit ?

A trop asticoter l'ours russe .... celui-ci abandonne ce territoire et va se replier dans ses tanières de Plesetsk et Vostochny.
