07.02.2012 / 00:05 Roskosmos submit proposals to reform the industry in July
Federal Space Agency will submit its proposals to reform the space industry to the military-industrial commission this month, told reporters on Sunday, State Secretary - Deputy Head of Federal Space Agency, Vitaly Davydov.
Last Friday in Roskosmos agency board meeting was devoted to reforming the sector.
"We have considered this issue on board, and as we were instructed to submit such materials to the defense industry. Materials, we present this month," - said Davydov. According to him, first of all, the conversation at the board meeting was on the further development of integrated structures, which are planned for the space industry.
"In principle, the composition (structure) is clear. We have been told that you need to optimize the development of the industry. Problem we have solved a long time, and major changes on the composition of the integrated structures have not happened," - said Davydov. He noted that the board said that the need to optimize production capacity, which has each of these integrated structures.
"We have been told that we have some redundancy of these facilities. First of all, we plan to (power) to optimize the structures in the framework that will integrate key enterprise for various activities in space," - said Davydov.
According to him, after review and approval of proposals to reform the industry should go to the MIC president's decree on each integrated structure. These ordinances will determine the composition of organizations that will be included in the integrated structure, that is, how many shares, which shares shall be made there, Davidov said.
"After that we begin to implement the decrees of each of these structures. We have pondered how much time should be to create each such structure - get a half years. Necessary to assess the value of (businesses), estimate each share," - he added.
Responding to a question, when can begin the creation of integrated structures in the industry, Davydov said: "We have this process started almost", RIA Novosti reported.

- 07.10.2012 / 10:15 The media reform project hit the Russian space industry
Federal
Space Agency (Roscosmos) has prepared a plan for reform of the space
industry, which is the only way to bring the industry of "systemic
crisis".[/size] Development
of the concept began in November 2011., And 29 June the plan was
approved by the board of Russian Space Agency, writes today,
"Kommersant". It
is expected that tomorrow the project will be submitted for
consideration at the Military-Industrial Commission to the Government,
reports RBC.
According
to theorists conceived, the reform will streamline the relationship
between businesses and give them an additional burden and, more
importantly, to avoid duplication of serial production. That
last factor was the cause of failure the previous reforms, the
implementation of which in the period since 2007. at 2011. oversaw the former head of the agency, Anatoly Perminov.
Ex-head
of the Russian Space Agency advocated the creation of holding
companies, but companies were created without a clear delineation of
responsibilities, which led to duplication of products. For
example, if A.Perminove immediately developed two similar missiles -
"Angara" (Center for them. Khrunichev), and "Rus-M" (RSC "Energia"),
which hit the pockets of the state. For
five years A.Perminova each company began to work on all fronts,
forgetting its original specialty, the source stated, "Y" in Roskosmos.
Based
on the project of restructuring the industry, Federal Space Agency
plans to build seven large integrated structures, and the creation of
each can take up to 18 months. The structures will include a number of organizations with a clear specialization.
Thus,
the subject of manned and scientific space will actually be connected
to the JSC "Russian Space Corporation". RSC
will unite all the companies associated with manned direction,
automatic and mechanical space systems, as well as the creation of
boosters. The
structure will consist of "Rocket and Space Corporation" Energia ","
JSC "Scientific and Production Corporation" Space systems for
monitoring, information management and electromechanical systems ","
Federal State Unitary Enterprise "Scientific-Research Institute of
Machine Building" and the Federal State Unitary Enterprise
"Scientific-Production Association . Lavochkin. "
JSC "Russian Rocket and Space Corporation" will be the largest structure. It
will focus on the creation of launch vehicles (including the upper
stages of the series "Breeze"), rocket propulsion systems, control
systems by means of breeding and space vehicles, space complexes of
remote sensing and cartography. RRKK
will combine six major businesses: Federal State Unitary Enterprise
"State Research and Production Space Center. Khrunichev," Federal State
Unitary Enterprise "Design Bureau" Arsenal "," JSC "Krasmash" Federal
State Unitary Enterprise "State Research and Production Space Rocket
Center" TsSKB-Progress "" , Federal State Unitary Enterprise
"Scientific-Production Center of Automation and Instrument. Pilyugin,"
Federal State Unitary Enterprise "Moscow Research and Design Bureau of
Mars."
It
should be noted that the holding will operate a separate division,
which insisted on the creation of the current head of the Russian
Federal Space Agency Vladimir Popovkin. The
structure will be engaged in engine building, as today this area - one
of the weaknesses of the Russian space industry. In
the Division will join Federal State Unitary Enterprise "Voronezh
Mechanical Plant", JSC "Chemical Automation Design Bureau" JSC,
"Proton-PM" and JSC "Scientific and Production Association" Energomash.
'"
The military component also did not remain without attention of reformers. Companies
specializing in space systems, complexes of missile warning, space
systems, marine reconnaissance and target designation, as well as
electronic warfare, will be merged on the basis of "Special Space
Systems." At
the holding company will include Federal State Unitary Enterprise
"Central Research and rocket-Technical Institute. Berg" and JSC
"Corporation of space systems for special purposes" Comet "."
The
developers of intercontinental ballistic missiles, submarine launched
ballistic missiles, automated command and control, as well as launchers
for strategic nuclear forces will operate under the authority of
"corporation" Strategic Missiles. '" Holding
will oversee the work of "Scientific-Production Association" Moscow
Institute of Heat, "", OJSC "State Rocket Center. Makeev," JSC
"Scientific and Production Association" Spark "" and of "Special
facilities management."
JSC
"Corporation" Information Satellite Systems "," will address the
question of creating space telecommunication systems, navigation
systems, as well as electric rocket engines. Production
of this equipment will work JSC "Information Satellite Systems him.
Reshetnev" and FSUE "Experimental Design Bureau" Torch "."
Creation
of ground and airborne (including special) radio systems, automated
systems of land management, as well as airborne and ground-based
optical-electronic systems will be the lot of "Russian space systems." Holding
will comprise of "Russian Corporation of rocket and space
instrumentation and information systems", JSC "Scientific and Production
Corporation" precision instrument "," as well as the Federal State
Unitary Enterprise "Scientific-Research Institute of Microdevices-K."
Finally,
the integrated structure will be the last Federal State Unitary
Enterprise "Centre of exploitation of ground and space infrastructure"
(TsENKI), which will unite all the companies involved in the operation
of space launch and ground-based automated communication systems, space
telescopes, seed, fuel and fuel-neutralization systems, as well as the
launch services . At
the moment, these issues do FSUE "Central Research Institute of Machine
Building," PCF "Research Center of rocket-space industry," Federal
State Unitary Enterprise "Centre of them. Keldysh", FSUE "Organization"
Agat "," Federal State Unitary Enterprise "Scientific-Production
Association "Technomash" "and FGBU" Cosmonaut Training Center. Gagarin. "
In
the near future, Russian President Vladimir Putin will launch a
large-scale reform, published a decree, which includes all of the
measures.

22.08.2012 / 14:05 Roscosmos has prepared the requested Medvedev reform plan
The first version of the plan to reform the Russian Federal Space Agency is ready. This is with reference to its sources reports "Kommersant".
Under the new plan, the agency planned to turn into a state corporation with a clear vertical structure and a strict separation of powers between the different departments. Headed by Director General Corporation (now the highest position in the Russian Space Agency - Head), which will have six deputies in various areas - combat rockets, international cooperation, space launch operations, the provision of satellite systems, the State Secretary and First Deputy.
The Director will also be linked with the rule of the corporation, which will replace the board of Roskosmos, and business manager. Directly over the head of a corporate structure will be located supervisory board and audit committee. The first will be to assess the effectiveness of the director of the corporation, and the Commission will control the financial flows in the department. Finalizing a governance structure of the Secretariat and the Scientific and Technical Council, divided into sections on the activities of the state corporation.
Roscosmos management will be eliminated, and in their place will create 17 specialized departments:
1. Department of combat missile technology
2. Department of launch
3. Department of manned space systems
4. Department of space infrastructure
5. Research Department
6. Department of Space and Corporate Technology
7. Department of Information Technology
8. Department of robotic space systems
9. The financial and economic (and audit) department
10. The Legal Department
11. Department of Intellectual Property
12. Capital Construction Department
13. Department of the property complex and corporate work
14. Department of Strategic Planning
15. Department of International Cooperation
16. The Department of Quality and Reliability
17. The Department of Human Resources
The purpose of such a high granularity of the division into departments - to avoid dilution of responsibility.
The reform plan will directly affect the agency plans to reform the space industry, as reported at the beginning of July 2012. Then it was the creation of the seven holding companies:
JSC "Russian Space Corporation"
JSC "Russian Rocket and Space Corporation"
JSC "Special Space Systems"
JSC "Corporation" Strategic Missiles' "
JSC "Corporation" Information Satellite Systems' "
JSC "Russian Space Systems"
Federal State Unitary Enterprise "Center for operation of ground and space infrastructure"
Now they add another: from OAO "Russian Rocket and Space Corporation" isolated in a separate holding Division "engines". Holdings remain outside the center of the space services, scientific and technical complex, cosmonaut training center, testing facility and a center for use of the ground infrastructure, writes Lenta.ru.

08.28.2012 / 00:05 Government will Roscosmos in September
The government will hold a special session on Roscosmos, September 10, 2012. This was told by Dmitry Rogozin in the interview "News 24." The meeting will be chaired by Prime Minister Dmitry Medvedev, writes Lenta.ru.
08.28.2012 / 00:05 Place for New Aerospace university may choose Zhukovsky
New aerospace university that will prepare professionals for the aviation and aerospace industry, can be created in Zhukovsky outside Moscow, said on Monday, Deputy Prime Minister Dmitry Rogozin.
Plans for a high school vice-premier said in May, but no place for him to call.
"We want to create in Zhukovsky Aerospace University. Wednesday I go in the city, where we will discuss our plans aviatsionschikov and experts on outer space" - said Rogozin, speaking on the air "Russia 24".
In addition, he noted that Russia will increase opportunities for training based on the existing universities, RIA Novosti reported.
08.28.2012 / 15:08 Russian space industry problems need to be updated every 10 years
Russian rocket and space industry for its development every ten years to set new achievable, it is, in particular, the industry will attract talented young professionals, the head of RKK "Energy" Vitaly Lopota.
"Very happy was the generation of thirty at the end of the 1940s. Were great goals, and almost 25-30 years was as much on generation could not learn," - said Lopota Tuesday at the Seventh International Aerospace Congress in Moscow.
According to him, every eight to ten years in the space industry Russia must have new goals, then the youth will understand why she is in the industry.
"I would like to draw attention, if there's officials to program planning, they always think about young people," - said Lopota.
"We have to ... try to" squeeze "of our officers to every ten years we have been formed achievable" - added Lopota.
He explained that the designers and engineers have made progress only when they are working on specific tasks, according to RIA Novosti.
08.28.2012 / 14:58 Head RSC "Energia": Russia's share of the space market is less than 2%, too little spending
Currently Astronautics gave the world a great market, comparable to the market of natural resources. This market is $ 290-300 billion a year, said the head of Rocket and Space Corporation "Energia" Vitaly Lopota.
"Russia's share in this market is a little over 2%," - he said on Tuesday at a conference in Moscow.
Lopota believes that such a small proportion of Russia's space market is not surprising, because "who spends more - one more and has."
He recalled that in 2009, U.S. spending on civil, military and space programs, special of $ 62-64 billion
"All other countries combined spent $ 21.5 billion," - added Lopota, quoted by "Interfax".

08.09.2012 / 00:05 Rogozin is sure that there is no crisis in the Russian space industry is not
Deputy Prime Minister Dmitry Rogozin, who oversees the military-industrial complex, despite recent setbacks in the space industry, said that talk of a systemic crisis, it is inappropriate, RIA "Novosti".
"There is no systemic crisis in the Russian space industry not, we have problems in individual enterprises and individual sites," - said Deputy Prime Minister on Friday during a visit to the National Space Rocket Center Central Design Bureau "Progress".
Rogozin said that the current military-industrial commission under the Russian government and Roskosmos try to eliminate the problems in the shortest possible time. He noted that the most important of these shortcomings - technological, human resources and the problem of discipline in the workplace.
The Vice Prime Minister complained that the military-industrial commission under the Russian government and himself to spend up to a third of their time dealing with problems in the space industry.
According to him, the current period of the space industry to hand control of both the government and the leadership of Roskosmos, however, after the reform of the sector will be completed and start operating a quality management system of production, production in the space industry will work itself on its own, without the need for manual operation.
:sage:

MOSCOU, 10 septembre - RIA Novosti
L'Agence

Russia's leadership in space is not lost - the head of Roscosmos
SLIDES, September 10. (ARMS-TASS). Russia still maintains its status as one of the world leaders in space exploration. This opinion was expressed by the head of the Federal Space Agency Vladimir Popovkin said in a meeting with Prime Minister Dmitry Medvedev on ensuring the quality and reliability of space technology.
"Analysis of global space activities shows that Russia currently maintains its status as one of the world leaders in space exploration, both in terms of the development of science and technology, and from the point of view of the market space technology and services" - quoted Popovkin ITAR-TASS.
According to the head of Roscosmos, "in some of the most important segments of Russia is the leader." In this case, Popovkin said that Russia's leadership in space is not lost, and on this basis should be the case for future development.
Agency head sure to maintain the current leadership is necessary to solve a number of problems that exist in the industry. "A key step for this should be a review of the organization of management industry aimed at improving product quality, elimination of gaps in technology and so on," - said Popovkin.
Most important, the head of department, is to consolidate the space industry around the goal.

Property responsibility for product quality and strict discipline are needed to address the space industry
SLIDES, September 10. (ARMS-TASS). Financial liability of legal persons for the improper quality of the space industry proposed a Prime Minister of Russia Dmitry Medvedev. At today's meeting to increase the reliability and quality of the prime space products recalled that during the last six years, Russia had six emergency space launches. "It's no good, either in one of the leading space powers so many emergency start was not," - he stressed.
Medvedev said that accidents were analyzed by experts, and led the expert opinion, according to which "the failures were related to insufficient quality control of production and lack of responsibility of people in specific areas of production."
Referring to the recently adopted personnel decisions in the management space enterprise, Medvedev suggested that this is - only part of the question, as the "responsibility to be distributed to the entire staff." "This is a monetary liability, the only way to control the quality of products" - quoted Premier ITAR-TASS.
Medvedev said that in the coming years in the development of the space industry plans to invest about 670 billion rubles. "Money is great, it is inconceivable that a significant part of that money was wasted in the literal sense of the word," - he said.
The Prime Minister asked to return to an equally rigid discipline in the space industry, which in the days of the former Soviet Union. "Strict discipline - it has not been canceled, it was in Soviet times, it should be today," - said the prime minister. As he said, "should be increased responsibility engineering staff, demands on staff at all levels." "All of this is shown in the enterprise in the disciplinary proceedings, and outside - in the responsibility of the entire company, with all the consequences," - said Medvedev.
According to him, a new system of quality control for the space industry. "For the industry, which currently consists of 15 integrated structures, we need fundamentally new unified quality management system. And at all stages, the production process: during the development, production work and the period of operation of space technology", - said the head of the cabinet, indicating while stressing the need to create a "local offices of testing, certification, electronic components and Independent verification flight missions for launch vehicles." "We need a common industry framework for the final testing of integrated launch vehicle upper stages, space vehicles and propulsion systems," - he said.
Prime Minister said that the Russian space industry "have advanced technology, yet remains unique industrial base, in spite of its decrepitude, ground-based infrastructure." "Anything to do with space, we have traditionally done qualitatively different, so the rocket and space industry, no doubt, will continue to be our competitive advantage, which is necessary to develop, maintain and invest money there," - said Medvedev. He invited the heads of space companies to submit proposals to improve the organization of the sector, including those relating to optimize its entire work.
Russia still maintains its status as one of the world leaders in space exploration, told the meeting the head of Roscosmos, Vladimir Popovkin. "Analysis of global space activities shows that Russia currently maintains its status as one of the world leaders in space exploration, both in terms of the development of science and technology, and from the point of view of the market space technology and services," - he said, noting that "in some of the most important segments of Russia is the leader."
Popovkin said that Russia's leadership in space is not lost, and on this basis should be the case for future development. Roskosmos head sure to maintain the current leadership is necessary to solve a number of problems that exist in the industry. "A key step for this should be a review of the organization of management industry aimed at improving product quality, elimination of gaps in technology and so on," - said Popovkin.
Most important, the head of department, is to consolidate the space industry around the goal. "Of course, the need to change the management system," - he said, recalling that at the moment the number of "Roskosmos" of less than 200 people, making it difficult to control their industry. In turn, Medvedev asked Popovkin, "if the number is 400, the quality problems would not be?" "I think not," - said the head of "Russian Space Agency."
"There should be a re-certification of managers, I personally would carry it out, and we will enter the competitive in the appointment of directors to the company," - Rogozin said on Tuesday the radio "Vesti FM".
Deputy Prime Minister noted that the subjective factor in the appointment of directors of enterprises leads to the "aging" of space industry and reduce the level of responsibility of its employees.
"Received yesterday a decision on that in the next two months, along with the expert advice of the Government of Russia will formulate a new design of control the industry, because the way it is managed - it is not controlled, there is no particular control," - said Rogozin, RIA Novosti .

26.11.2012 Federal Space Agency should be strengthened, the industry form a series of holding companies - Rogozin
Powers and functions of Roscosmos need to expand, and in the space industry to enlarge the existing integrated structures and create new ones at a shop principle, said Deputy Prime Minister Dmitry Rogozin, in a meeting with Russian Prime Minister Dmitry Medvedev, summarizing the activities of the working group on restructuring of the space industry.

Deputy Prime Minister added that tentatively connected to individual holdings developers orbiting space vehicles, launch vehicles, ekspluatatsionschikov, science, and test facilities, as well as enterprises of strategic missiles.
According to Rogozin, the composition and configuration of these structures still need to be discussed in professional circles.
The role of the Federal Space Agency, in the opinion of the working group should be the implementation of a national space strategy, providing a unified technical policy and implementation of the quality policy, organization of research, the management of the program of manned space flight and fundamental space research.
It is proposed to increase the number of employees to 450 people Roscosmos and increase their salaries. Now Roskosmos 215 employees work, and the following year the number should be reduced to 191.

It was suggested to save as Roscosmos plans and coordinates the agency limited its purpose task state procurement. The rocket and space industry in this version it was suggested that a joint stock company holding type. This version of the working group was also not supported.
