Les difficultés s'ammoncellent pour la Russie à Baïkonour.

Le Kazakhstan n'autorise en effet que 12 lancements de protons en 2013 contre 19 demandés. Les lancements vers le Nord sont interdits (donc le lancement de Rssources-P totalement ajourné)...

Plus de lancements ne pourraient être acceptés que dans le cadre d'une nouvelle négociation intergouvernementale ce qui prendra inévitablement du temps.

La Russie du coup menace de ne payer qu'une partie de sa location de Baïkonour à proportion du nombre de lancements autorisés par rapport à ceux demandés.

Un vrai danger pour les entreprises telles que Khrunitchev qui ne peuvent lancer les protons que depuis Baïkonour.

Commentaire: on se demande bien quel jeu joue le Kazakhstan. Qu'ils veulent obtenir plus de la Russie on peut le comprendre mais mettre en danger l'industrie spatiale russe ne peut que conduire à accélérer la mise en place de Vostochny et le transfert de tous les lancements vers ce comsodrome. Les Kazakh doivent se dépêcher: ils ne leur reste que 5 ans s'ils veulent tirer profit de la situation, après il sera trop tard. On comprend un peu mieux pourquoi il revient sans cesse dans les déclarations russes la nécessité d'assurer un accès à l'espace indépendant.

Une petite anecdote. Lors d'un voyage de presse ESA vers Baïkonour pour le lancement de Venus Express (novembre 2005), notre avion Moscou-Baïkonour est resté bloqué à l'aéroport de Moscou une heure sur le tarmac. Un passager m'a dit que c'était juste les autorités du Kazakhstan qui faisait un petit blocage de principe pour rappeler que ce "morceau de russie" était chez eux... ;)

Une visite du vice premier ministre kazakh sur 5 jours en Russie. Au menu l'intégration "eurasique" mais aussi les problèmes autour de Baïkonour. Cette visite était prévue de longue date. Selon le ministre des affaires étrangères kazakh les désaccords entre le Kazakhstan et la Russie ne doivent pas être exagérés et il n'y a pas de détériorations des relations entre les deux pays.

Les problèmes paraissent bien réels et ne datent d'ailleurs pas d'hier.
Il y a des phases plus "critiques" ... et souvent un arrangement financier à la clef.
mais il parait assez évident que la Russie souhaite se retirer cette épine du pied en construisant le cosmodrome de Vostochny, et en accélérant si possible la transition de l'ancienne Proton polluante vers la nouvelle Angara qui pourra être tirée de Plestetsk puis Vostochny.

J'ai comme un doute que le projet Baîterek ressorte "avec un nouveau lanceur". Continuer à en discuter peut être un moyen de ménager la chèvre et le chou pour la Russie dans ses relations avec le Kazakhstan, mais celui-ci à trop tirer sur la ficelle (menaces puis exigence d'une contrepartie financière) risque de se retrouver seulement avec des Zénith (lanceur ukrainien) .... à tirer pour Land Launch. (dont la santé de la société est plutôt chancelante)

Egalement le projet Baïterek va être modifié pour prendre en compte le changement de lanceur. On aura problement une exploitation tripartite, comme pour Dniepr, avec La Russie, le Kazakhstan et sans doute l'Ukraine.

Enfin la disparition de la Proton de Baïkonour sera programmée progressivement pour des raisons écologiques et sans doute en phase avec les essais et la mise en exploitation de l'Angara à Plesetsk (et forcément à Vostochny?).

J'ai comme l'impression que les discussions vont être "âpres" et la rédaction des paragraphes "au millimètre".

Mais il vaudrait mieux que cela débouche sur un accord pérenne, car la situation est difficile à gérer pour la Russie dans une phase de transition qui va encore durer longtemps (avant la disponibilité réelle de Vostochny, mais aussi celle des lanceurs Angara)

La première réunion de la commission revivifiée Russie-Kazakhstan pour l'utilisation de Baïkonour s'est tenue à l'occasion du lancement de Soyouz TMA-08M, en présence d'Igor Shuvalov, le premier vice-premier ministre russe. De cette réunion il est sorti la décision que le plan de lancements pour 2014-2015 accepté par les Kazakhs soit connu d'ici au premier septembre. Les russes ont demandé que si cela était possible, ce soit même connu un peu plus tôt pour éviter toutes spéculations à ce sujet.
